LUNAR CONFLICT SIMULATION SERIES

International Dispute Regarding Lunar Resources, Amundsen Crater 2035

Wednesday, January 29, 2025

  • Session 1: 8:00 am – 9:30 am
  • Session 2: 2:45 pm – 4:15 pm

Presented by the University of Central Florida, Embry-Riddle Aeronautical University, and University of Mississippi

Presenters:

  • Greg Autry, Space Czar, Associate Provost for Space Commercialization and Strategy, University of Central Florida

  • Andy Aldrin, Associate Professor, College of Aviation, Embry-Riddle Aeronautical University
  • Michelle Hanlon, Executive Director, Center for Air and Space Law, University of Mississippi

For the first time, SpaceCom will offer attendees the opportunity to participate in a live interactive simulation involving an international dispute on the Moon set in 2035. Led by Drs. Greg Autry of the University of Central Florida, Andy Aldrin from Embry Riddle, and Michelle Hanlon from the University of Mississippi, this simulation will offer conference participants the opportunity to role-play in solving one of the more challenging problems for the future of space development.  The scenario pits the private interests of Clive Stark, the universe’s first cosmic trillionaire, against the byzantine web of conflicting institutional and personal interests of many of the world's spacefaring nations, along with other aerospace giants.

The opportunities for creative cosmic conflict are endless. The challenges for the participants are to find opportunities for creative cosmic cooperation. No simple task. The simulation will involve groups of 20-25 divided into teams with each participant having specific role. At the conclusion of 2 hour sessions in the morning and afternoon of the 28th, the teams will outbrief their solutions to the assembled team of participants in the simulation.  We expect at least 2 separate groups.

Will it be a Lunar War: Shaping the Future of Cislunar Strategy

Thursday, January 30

8:00 am – 12:00 pm

Presenters:

  • Andre Sonntag

  • Donald Comstock

By the year 2040, the harsh realities of great power competition have expanded into cislunar space. SpaceCom is offering attendees a unique opportunity to participate in a live, interactive wargame set on and around the Moon.

In this fast-paced scenario, participants step into roles ranging from the Minister of State Media for the PRC to the Director of National Intelligence, influencing national policy, grappling with territorial claims, military posturing, and brinkmanship. Players must make use of diplomacy, international agreements, covert deals and, when all else fails, anything else at their disposal—from rovers and landers to advanced hard-kill systems.

Each session will involve 22 to 40 players, engaging in strategic and tactical decision-making as well as collaborative problem-solving. At the conclusion of the sessions, teams will outbrief their positions, actions, and the consequences thereof. We anticipate at least two separate groups participating in this immersive experience.

“Will it be a Lunar War” offers a rare chance to shape the policies and strategies that will define tomorrow’s cislunar domain. Join us to navigate the fine line between cooperation and conflict in the new space race."
